Stakeholders are people in Colorado that are affected by our health care system. That is everyone. For our project we are interviewing business owners, patients, and health care providers. We’re also including stakeholders who have authority or decision making power over some aspect of health care in Colorado. We’d like to hear from Colorado residents. SIP Has Collected Concerns, Hopes and Ideas about Health Care in Colorado

We need Statewide input.

The Colorado Foundation for Universal Health Care promotes pathways for all Colorado residents to have dependable, quality health care. Section 1332 of the Patient Protection and Affordable Care Act (PPACA) offers States the opportunity to obtain waivers and Federal funds for the creation of health care systems that can improve on PPACA. One such proposal is the Colorado Health Care Cooperative (Cooperative). The Colorado Foundation for Universal Health Care has gathered stakeholder input that could inform the design of the Cooperative and/or other proposals for universal health care through Section 1332 waivers.

Through the Stakeholders Input Project (SIP) the Colorado Foundation for UHC has collected stakeholder input on the Cooperative proposal. In the proposal all Colorado residents would be members of the Colorado Health Care Cooperative. It would be a member-owned, member-run, business model, that covers all residents of Colorado. This is a uniquely Colorado solution to an expressed desire for a universal, fiscally responsible, coordinated health care system. All Coloradans would pay health care premiums into the Cooperative through a combination of payroll and income taxes. The cooperative would pay for health care.

The administrative efficiencies of having all Coloradans in one risk pool creates the opportunity to have truly universal health care – spending less and covering everyone. Health care can be more affordable to individuals and families. Most people could see their regular doctor as usual but there would be no deductibles and modest copays or none at all. All of this would be accessible to all residents regardless of employment, marital and health status.

Senator Aguilar of the Colorado State Senate has indicated that in the 2013 Legislative session she plans to introduce a referendum that would establish the Cooperative. If successful, it will be referred to voters in November of 2013. Senator Aguilar has indicated an interest in feedback and ideas from stakeholders on this effort. SIP will provide some of that input.

SIP has gathered insight from individuals who are concerned and knowledgeable about the physical and economic health of the people of Colorado. For the SIP, stakeholders didn’t need to agree with the Cooperative proposal or any specific concept, but they were asked to participate in the dialogue — helping address how all Coloradans can get affordable health care. We asked stakeholders to represent their own thoughts and advice, not necessarily those of organizations with which they may be affiliated.

A summary of the input collected by this project will be available early in 2013 to assist any group in developing a proposal for universal health care. Comments will be taken into account in the ongoing work of the Foundation and Cooperate Colorado. It will also be available for use in developing other Section 1332 waiver plans should they be proposed.
